Petition: Aggrieved staff of CEA reject the extension of duty for Mr. Francis Asumadu, as Executive Director

Dear Sir /Madam,
PETITION : AGGRIEVED STAFF OF COMPLEMENTARY EDUCATION AGENCY REJECT THE EXTENSION OF DUTY FOR MR. FRANCIS ASUMADU, AS EXECUTIVE DIRECTOR.

We humbly in one accord express our displeasure and rejection of leadership of Mr. Francis Asumadu as Executive Director for the complementary Education Agency and ask for his withdrawal with immediate effect.
We the aggrieved staff reject his leadership based on several reasons including the following :
1. Performance.
His performance as Acting National coordinator was so abysmal that, he was not upgraded to Executive director. His challenges with the ministry earned him indefinite suspension that took the intervention of the Chairman of the Council of state to free him from six months of suspension by Hon. Matthew Opoku Prempeh, (MP.).
2. Poor financial management skills..
The understanding of the officer with respect to budgetary management is poor. For the past six years of his tenure, the government of Ghana budget allocation for operations increased considerably but the coordinator never considered the base of his operation for funding. No metropolitan , municipal or district was given a pesewa to operate.
The coordinator liaised with the regional coordinators (all of whom in Acting positions ) to extort monies from the staff for promotion and upgrade to the civil service.
The irony is that, he induced the regional officers to lure the staff to sponsor activities the budgets were to support and draws such budget to himself using the activities staff sponsored as his supporting documents.
Quite recently, upon the intervention of the deputy Executive director, support services, the staff facilitating would have paid GH¢50. 00 for. Managing a class they have been sponsoring with their meagre salaries .
Dear Hon. Mr. Asumadu Francis has his attention drawn to this but he did nothing because he would have benefitted greatly. Currently, Staff Facilitators would have paid the said amounts are yet to be reimbursed by Yaw Amoateng Warae ( Programme Officer) at the Regional Office. He failed to sanction the officers for extortion because of his interest.
3. Misappropriation of welfare funds.
Mr. Francis Asumadu has misappropriated money meant for the Fair Wages and Salaries commission for their devotion in the activities culminating in our transition to the Civil service. His mishandling of the fund has contributed to stall the transitional process such that most of the staff of Ashanti and other regions are yet to be migrated almost three years into the transition.
4. Dishonesty and deceit of the public.
The Acting coordinator has acted with intent to deceive and succeeded in deceiving the public with his numerous dates of births and his failure to disclose his age for his selfish interests.
Mr. Francis Asumadu who was born on 3rd July, 1962 uses 3rd July 1963 as well. Every official document of his has 3rd July 1962 as his date of birth except his Controller and Accountant General Department card(CARD) detail which has 3rd July 1963 as his other date of birth.
As to why one person could have two different dates of births known and used by the same person make him the deceitful.
It is the CARD that pays him and all other staff thus having 3rd July 1963 was enough to keep him taking salaries one more year into retirement.
Mr. Asumadu knew of this deceit and failed to disclose when CARD refused to alert him a whole year, 2021, of his retirement as happens to all retiring staff.
It was his desire to cheat the public that kept him from disclosing the anomaly for remedial measures. There is no way he could deny knowledge because his latest international trip lnvolved the need to renew his passport with all relevant documents bearing his date of birth as 3rd july, 1962.
5. Intention to make government unpopular.
Mr. Francis Asumadu has throughout his tenure made the government unpopular to the staff as well as the clients, literacy needy, by keeping every operational fund for support services at the regions and Headquarters.
His style has been to keep the monies intended for the districts till the end of year and spend it on workshops in hotels so as to cut corners and pocket the kickback .
As a result, the actual work suffers. The districts sponsor every activity from salaries of staff under DURESS.
Mr.Asumadu, auctioned the fleet of office vehicles and motorbikes to himself without regard to the users as the rules of such auctions say, users must be given option to acquire.
Presently, the director has lost glory of the staff and must be withdrawn. The media exposure has brought his credibility so low that supporting institutions and potential ones and bodies would find him not trust worthy to lead the Agency. As a result, our financial support base would be skewed to almost nothing and government alone would have to bear the burden.
Please, kindly use your noble outfit to block him from continuing as the Executive Director. There are many qualified citizens within and without capable of being the director.
