As President Mahama assembles his team of ministers to manage the country’s affairs, Samuel Addo Otoo is emerging as a strong candidate to head the Ashanti Regional Coordination Council.

He is among a select group of technocrats tipped for the position of Ashanti Regional Minister.

The Ashanti Region requires strategic investments in infrastructure development to unlock its full potential and drive sustainable economic growth.

Despite being a significant economic hub in Ghana, the region faces several challenges, including inadequate roads, transportation systems, and public amenities that hinder economic progress.

The region’s limited market access also presents a challenge, making it difficult for businesses—particularly informal and small businesses—to reach broader markets.

Limited access to formal financial services, particularly for small-scale entrepreneurs and rural residents, further restricts job opportunities, especially for the youth.

Addressing these economic challenges requires a multifaceted approach involving government policies, community engagement, and partnerships with private sector organizations and development agencies.

The new government’s goal of resetting Ghana will largely depend on the efficiency of appointments to public offices, including regional ministers.

The role of a regional minister in Ghana is multifaceted and vital for the country’s development.

As the President’s representative, Samuel Otoo, a lawyer and banker by profession, is seen as a potential regional minister who would ensure that national policies and programs are implemented effectively.

Additionally, he would develop strategies to mobilize resources—both financial and human—to support regional development initiatives.

In terms of economic development, he is well-positioned to identify investment opportunities in the region and facilitate investments in key sectors such as agriculture, infrastructure, and tourism.

Mr. Otoo is the Chairman of Yaa Asantewaa Rural Bank Limited and Chairman of the Ashanti Regional Finance Committee for the NDC.

He is recognized for his experience in community development and social performance, focusing on wealth creation through co-operatives and other business enterprises.

Proponents believe that, as a technocrat, he can drive regional development, promote good governance, and support economic growth.

He also possesses the experience and entrepreneurial qualities needed to support SMEs, including access to credit, training, and technology, based on his partnership with others in establishing several co-operatives and microfinance institutions in Ghana.

Samuel is also a lecturer at the Faculty of Law, Central University, Ghana, and the Managing Partner of Atta Poku Law Consult, based in Kumasi.
